About Tom Zugibe
The Honorable Thomas P. Zugibe has served three terms as Rockland County District Attorney. Earlier in his career, District Attorney Zugibe worked as a Special Assistant Attorney General in the Office of the New York State Deputy Attorney General for Medicaid Fraud Control and as an Assistant District Attorney and Executive Assistant District Attorney in the Rockland County District Attorney’s Office. Prior to his first election as District Attorney in 2007, Tom served for eighteen years as West Haverstraw Village Justice. During this period, Tom was also engaged as a litigator in private practice, appearing in all levels of courts across the Ninth Judicial District, specializing in personal injury and commercial law. District Attorney Zugibe attended Manhattan College and St. John’s University School of Law.
Tom is credited with transforming the Rockland County District Attorney’s Office through the development of aggressive investigative and prosecutorial initiatives, while implementing innovative prevention and diversionary programs with a strong emphasis on youth. During his decade-long tenure, the Rockland County District Attorney’s Office maintained an average 96% conviction rate, regularly surpassing the statewide average for convictions in felony and violent felony cases.
Under District Attorney Zugibe’s direction, specialized teams of prosecutors, investigators and forensic auditors now probe high-tech cybercrimes, large-scale financial and economic crimes, organized crime and public corruption.
Early in his career as Rockland’s top prosecutor, Tom made Community Prosecution a guiding principle of the Rockland County District Attorney’s Office. In 2010, his successful community prosecution model received the Association of Prosecuting Attorneys (APA) “Innovative Community Engagement” (I.C.E.) Award, a national honor recognizing individuals and prosecution offices that demonstrate creative leadership in community prosecution.
In 2011, the U.S. Department of Justice Office of Community Oriented Policing Services (COPS Office) awarded funding to the International Association of Chiefs of Police (IACP) to assess Rockland County’s Intelligence-Led Community Policing, Community Prosecution and Community Partnerships (IL3CP) model and explore its implementation in other jurisdictions across the nation.
With the help of the Justice Department and the IACP, police departments and prosecutors’ offices in Mesa, Arizona, Newport News, Virginia and Saint Paul, Minnesota each implemented District Attorney Zugibe’s IL3CP model. After one year, each municipality reported dramatically reduced crime rates, with improved communication, collaboration and cooperation among police and prosecutors.
In 2014, Tom pioneered an exciting new collaboration between the District Attorney’s Office, Rockland BOCES and the Rockland County Departments of Probation, Mental Health and Social Services. The Partnership For Safe Youth is now recognized regionally as a groundbreaking initiative that enhances the effectiveness and productivity of services for struggling local youth and their families. In a nod to this unique effort, the federal government in 2015 awarded a $4 million expansion grant to further the work of the Partnership and to strengthen the county’s larger System of Care.
In 2016, District Attorney Zugibe was recognized by the U.S. Department of Justice for the sweeping, nationwide success of IL3CP, his visionary approach to community crime prevention and public safety.
Tom and his wife of 42 years, Peggy, are the parents of four grown children: Tara (Scott) Munson, Kristen (Robert) Kolka, Thomas and Mary, plus the proud grandparents of four grandchildren: Scott, Tyler, Noel and Abigail. They are lifelong parishioners of St. Peter’s Church in the Village of Haverstraw, where Tom serves as a lector and Eucharistic minister.
District Attorney Zugibe has received numerous accolades and awards for leadership and civic contributions, including the 2017 Rockland County Hibernian of the Year and the 2017 “It Takes a Community Award” from Child Care Resources of Rockland.
